What are those star things above peoples names? Is it how you "rate" a post? Thanks!

Those are the rank stars, tied to whatever rank you happen to be (based on post counts). The only "rating" for posts on here is the "like" button.

so the more you post the more stars you’ll have? also, what about my account being new versus official; will that change depending on ranking?

Yup, more posts come a new rank and another star.

For some reason it seems I forgot to put the post counts for the ranks, and star count for it. I'm gonna do that later on.
